¿Qué es el IBI? - What is Council Tax?

Impuesto sobre Bienes Inmuebles

El Impuesto sobre Bienes Inmuebles es un tributo directo de carácter real que grava el valor de los bienes inmuebles en los términos establecidos en esta ley.
Constituye el hecho imponible del impuesto la titularidad de los siguientes derechos sobre los bienes inmuebles rústicos y urbanos y sobre los inmuebles de características especiales
Son sujetos pasivos, a título de contribuyentes, las personas naturales y jurídicas y las entidades a que se refiere el artículo 35.4 de la Ley 58/2003, de 17 de diciembre, General Tributaria, que ostenten la titularidad del derecho que, en cada caso, sea constitutivo del hecho imponible de este impuesto.
El tipo de gravamen mínimo y supletorio será el 0,4 por ciento cuando se trate de bienes inmuebles urbanos y el 0,3 por ciento cuando se trate de bienes inmuebles rústicos, y el máximo será el 1,10 por ciento para los urbanos y 0,90 por ciento para los rústicos.
El impuesto se devengará el primer día del período impositivo.
El período impositivo coincide con el año natural.

Property Tax

The Property Tax (IBI) is a direct tax levied on the value of property. It is collected by the Town Hall and is used by the local council to provide services.
The tax is based on the Catastral Value of the property (land and buildings).
The Catastral value is determined by central government tax authorities, and the tax rate is controlled by law, and is determined by the local council.
For urban property the rate of tax is a minimum of 0.4% and a maximum of 1.1%
For rural property the rate of tax is a minimum of 0.3% and a maximum of 0.9%
The current tax rate in Arboleas for urban property is between 0.5% and 0.53%.
The tax period is the calendar year.
The available period for payment is from 20th July to 20th November for that calendar year. This is called the period for voluntary payment. If it is not paid by the final date then there is a charge for late payment.

If you opt to pay by Direct Debit you will get a 5% discount, and the bill will be sent to your bank on the final day of payment (20th November).

¿Qué es el IVTM? - What is Car Tax?

Impuesto sobre Vehículos de Tracción Mecánica
Naturaleza y hecho imponible
1. El Impuesto sobre Vehículos de Tracción Mecánica es un tributo directo que grava la titularidad de los vehículos de esta naturaleza, aptos para circular por las vías públicas, cualesquiera que sean su clase y categoría.
2. Se considera vehículo apto para la circulación el que hubiera sido matriculado en los registros públicos correspondientes y mientras no haya causado baja en éstos. A los efectos de este impuesto también se considerarán aptos los vehículos provistos de permisos temporales y matrícula turística.
3. No están sujetos a este impuesto:
a) Los vehículos que habiendo sido dados de baja en los Registros por antigüedad de su modelo, puedan ser autorizados para circular excepcionalmente con ocasión de exhibiciones, certámenes o carreras limitadas a los de esta naturaleza.
b) Los remolques y semirremolques arrastrados por vehículos de tracción mecánica cuya carga útil no sea superior a 750 kilogramos.
Período impositivo y devengo
1. El período impositivo coincide con el año natural, salvo en el caso de primera adquisición de los vehículos. En este caso el período impositivo comenzará el día en que se produzca dicha adquisición.
2. El impuesto se devenga el primer día del período impositivo.
3. El importe de la cuota del impuesto se prorrateará por trimestres naturales en los casos de primera adquisición o baja definitiva del vehículo. También procederá el prorrateo de la cuota en los mismos términos en los supuestos de baja temporal por sustracción o robo de vehículo, y ello desde el momento en que se produzca dicha baja temporal en el Registro público correspondiente.
Justificación del pago del impuesto
1. Quienes soliciten ante la Jefatura Provincial de Tráfico la matriculación o la certificación de aptitud para circular de un vehículo, deberán acreditar previamente el pago del impuesto.
2. Las Jefaturas Provinciales de Tráfico no tramitarán el cambio de titularidad administrativa de un vehículo en tanto su titular registral no haya acreditado el pago del impuesto correspondiente al período impositivo del año anterior a aquel en que se realiza el trámite.

Tax on Motor Vehicles
1. The tax on a Motor Vehicle is a direct tax levied on the ownership of vehicles which are suitable for use on public roads, whatever their class and category.
2. The tax is levied on a vehicle which has been registered in public records and has not been de-registered (BAJA). For the purposes of this tax it includes vehicles with temporary permits and with tourist registration.
3. Not subject to this tax are:-
a) Vehicles having been de-registered (BAJA) by virtue of the age of the model, and which may be authorized to travel exceptionally during exhibitions, contests or limited journeys.
b) Trailers pulled by motor vehicles whose payload does not exceed 750 kilograms.

Tax period
1. The tax period is the calendar year, except in the case of first acquisition of vehicles. In this case the tax period shall begin on the day that such acquisition occurs.
2. The tax is levied on the first day of the tax period.
3. The amount of the fee will be discounted by calendar months in cases of first acquisition or deregistration of the vehicle. Apportionment shall also be applied in the same terms in cases of temporary de-registration or theft of vehicle, calculated from the moment in which the temporary de-registration is registered.

The available period for payment is from 5th April to 5th June for that calendar year. This is called the period for voluntary payment. If it is not paid by the final date then there is a charge for late payment.

Proof of tax payment
1. When applying for certification of roadworthiness of vehicles, proof of payment of the tax will be required.

2. Provincial Traffic Headquarters will not register a change of ownership unless proof is established of the payment of taxes for the tax period of the year preceding that in which the procedure is done.
